Abstract

The campaign against drug use in sport is based largely on a zero tolerance model, one that combines heavy penalties with random testing and educational programs. Anti-drug education programs presume that athletes will heed the health, safety and fairness messages against their use. When combined with penalties and stringent testing regimes, the campaign is expected to induce more athletes to just ‘Say no to drugs’.
