Information technology has gained considerable prominence among both researchers and practitioners concerned with economic development in recent years, because of its potential to transform fundamentally both economic activity and the global relationships within which development takes place. Developed countries have set out to harness this potential, as is evident in the increasingly pervasive
profile of this technology in these countries and the importance attached by these countries to its adoption and diffusion. These trends in the developed countries and
