Author has supplied the pre-publication. Still need pub. permission for pre-print version, PT has e-mail VicRoad, will let me know when they respond 27.10.11-MMM (unable to locate/verify via VicRoad website - was it ever published?, Publication details status is submitted. MMM  Bingyan had emailed VicRoads about this 2010 - response was that it was an internal VicRoads document, and the fulltext could not be made available.
