"Plan for Melbourne Part 3" was written by Ruth and Maurie Crow as an objection to the 1972 Melbourne and Metropolitan Board of Works Plan for Metropolitan Region. This facsimile from "Plan for Melbourne" gives some information on some of the issues of concern to those who were living and working in the Western Region in the 1960s and early 1970s. The phrase "the deprived west" was useful to draw attention to inequalities in the metropolitan area, but, the phrase was changed to "the determined west" in the 1970s when community organisations began to take the initiative in establishing new types of community facilities such as neighbourhood houses.
