This project provides various points of view to determine whether the private sector can
build-own-operate-transfer pubhc infrastructure projects more efficiently than the public
sector and will use as an example the building of the City Link Project. The project will
argue the advantages of it being managed by the private or public sector. Some
consideration will be given to the argument that the Victorian State Government simply
does not have the capital or the expertise to complete a public infrastructure project the
size of the City Link.
