Not same as Elements 373054: Information from author: This conference paper was peer-reviewed and published in the conference proceedings (which is provided in a USB stick to all participants. I dont think this is available online). The published conference paper was later selected for publication in a journal (Transportation Research Record) after another round of peer-review and revisions of the paper.
