Nous Group (Nous) and the Centre for International Research on Education Systems (CIRES) at Victoria University were engaged by the Department to evaluate the SCFM against the objectives three years after implementation. The evaluation gathered and analysed qualitative and quantitative data about the SCFM to arrive at a series of findings and recommendations, summarised in this report. The evaluation process included 11 focus groups with principals and Managers Corporate Services (MCS) plus a survey of all schools.
