Victoria University offers a Computer Science degree in Hong Kong. The Project subject, critical to the quality of the degree, is conducted in distance education mode. A unique model for delivery of the Project has been developed. The analysis of the pre-existing educational context drove the development of the model. It identified various boundaries, legislative, cultural, quality, time and distance, that shaped the uniqueness of the resulting model. This paper discusses the complex nature of the educational context and outlines the model.
