Abstract

This paper presents some ideas on the strategic contradiction between community of interest and localised community, and then examines three tactical contradictions which continually have to be resolved to promote the process of creating community. It also examines how the process of creating community is affected by the prevailing values of society (privatism, acquisitiveness and competition).
