Abstract
Local government in Victoria, Australia have been managing project-delivery in different ways, where with some councils there is little evidence of project management process. Again, in some cases, projects have been delivered successfully using ad-hoc methodology. However the trend for local government to undertake larger and more complex projects and a greater community expectation on accountability, a more robust procedure is seemingly required (McShane, 2006) especially based on the Bains Report (1979). The paper seeks to evaluate the role project management plays in local government in Victoria. The success of projects is becoming increasingly important for councils due to the increased scrutiny from the community (Dale 2008; McShane, 2006). Since project management has been referred to as a management art, technique and tool that can assist in the successful delivery of projects (Nicholas 2001), analyzing and assessing the relationship between the way councils deliver infrastructure projects and the extent to which project management is being used can benefit not only the participating councils but ultimately be a reference to the local government sector. Three Victorian local government cases will be explored and discussed in this paper.
