Abstract
The Carbon Pollution Reduction Scheme (CPRS), an Australian Labor Party initiative, was a response to climate change. A cap and trade scheme to mitigate greenhouse gas emissions. The CPRS White Paper was released in December 2008 and the CPRS Bill was defeated by a margin of forty one to thirty three votes in December 2009. Critics of the CPRS suggest that there was a lack of informed debate about alternate methods that could be used to reduce emissions of greenhouse gases. Concepts many in the wider community e.g. businesses, the labour force, schools and families struggled to come to terms with. This paper suggests that these issues led to a diminished level o f engagement with the CPRS (Parkinson 2010, Akter Bennett 2009). The paper discusses the policy approach taken toward the design for greenhouse gas emission trading in the CPRS Bill. It uses a comparative methodology to contrast the important decisions ab out the design of the CPRS with a selection of other emission trading schemes. Examples are also introduced of other so called market based mechanisms, or transferable quota programs. These programs have been used to reduce the harmful impacts of air borne sulphur dioxide (SO 2 ) and to stabilise the level of fish stocks depleted by commercial activity. In communicating emission trading as public policy there are four factors that become apparent in the design considerations, i.e. targets, allocation of allowances, coverage and compensation.
